Smuggling Buyers

This patch is regarding those who are in or who have recently left district 1 - Downtown.

Smuggling Buyers (Sal etc) are intended to only be a feature whilst you're in district 1 and cannot smuggle district to district or via Couriers.

Since our V2 launch 3 weeks ago, this has not been the case and you have been able to smuggle using them after Downtown and this is not intended. This has been patched and smuggling buyers will no longer arrive unless you're District 1 locked.
