Change rackets from personal incomes into family-based businesses that require high family power, as well as needing the right team of members to acquire. Boost the rewards and make it so they pay directly into family treasuries. Rival familis cpuld attempt to take over rackets directly, or bribe law enforcement into raids that force the racket to be lost and shut down the racket globally for a short time
