Yes, when you unlock The Strip, buyers will no longer come to you for your smuggled goods.
YOU now have to travel between the areas in order to sell your illicit goods for a profit. Nobody will come to you.
You are the smuggler now, cadet.

General advice, always pay the fine if customs catch you, then wait to sell for maximum profit.

I swear the game tells you this when you first start smuggling downtown, but I could be mistaken.

Perhaps I should write a full smuggling guide. Perhaps not.

Curious on if there is a way to help decrease the chance of having the cops catch you. I typically only run half of what I can carry to help in the prevention of search and it has helped reduce the amount of times I'm caught. Is there a difference if you taxi from town to town compared to walking as well or is just the time difference of travel?

The only way to lower that bust chance is to carry less. It maxes out at 50% though, so I find it's just worth the risk. I have days where I never get caught, I have days where I'm caught every single time.
No difference between taxi and walking, the bust risk stays the same. It's just the time between travelling.
